For over twenty-five years, I have been representing clients with a variety of legal needs. My practice focuses on advising clients regarding the complex laws and regulations that govern political activity, lobbying and governmental ethics and spans all levels of government.
CAMPAIGN FINANCE LAW
We advise our clients on how to navigate safely the treacherous waters of California’s state and local campaign finance disclosure laws. This includes advising politically active unions, trade associations, nonprofits, individuals, corporations and other groups that wish to solicit, make and receive political contributions in a legally-compliant manner. We also advise our clients on how to make political expenditures both in conjunction with and independent of candidates they support and oppose without getting in trouble with the law. Finally, we have strategic relationships with seasoned professionals that create, prepare and file timely campaign disclosure reports for our clients in a multiplicity of jurisdictions subject to ever-changing, and nuanced laws and regulations.
LOBBYING LAW
We advise our clients on how to communicate with public officials in a compliant manner on both the state and local levels in California. The experienced and knowledgeable professionals with whom we partner to aid our clients are experts in their areas and help our clients in preparing and filing lobbying disclosure forms that vary from jurisdiction to jurisdiction.
GOVERNMENTAL ETHICS
We advise both public and private entities, as well as candidates and officeholders, on the laws and regulations that govern the making and reporting of income, gifts, and other benefits that can flow from the governmental decision-making process.
POLITICAL ADVERTISING DISCLAIMERS & DISCLOSURES
We advise clients regarding federal, state and local communications laws and rules regulating
political advertising.
ENFORCEMENT ACTIONS, INVESTIGATIONS AND AUDITS
We represent public officials, corporations, individuals, and political organizations in administrative proceedings. This includes audits, investigations and enforcement proceedings conducted by the Fair Political Practices Commission and other state and local administrative agencies.
In 2005, after a decade of practicing law as a civil litigator, Andy was hired by California's Fair Political Practices Commission. Andy was quickly promoted to Senior Commission Counsel at the FPPC where he worked in both the Legal and Enforcement Divisions of that agency.
In early 2008, he was recruited to join a large international law firm where he advised public officials, political committees, and several large corporations, such as AT&T and Chevron, on campaign finance, lobbying, and governmental ethics matters. Andy also updated and edited the official government manual distributed by the California State Legislature's Ethics Committees to all state registered lobbyists as part of California's legally-mandated Biennial Lobbyist Ethics Training Program.
In mid-2010, Andy opened the Law Office of Andreas C. Rockas. Andy advises and litigates on behalf of political committees, trade associations, unions, nonprofit organizations, lobbyists, lobbyist employers, candidates, and other entities and individuals regarding the laws and regulations governing campaign finance, lobbying and conflicts of interest.
Andy is a Past President of
the California Political Attorneys Association.
Andy also served as Of Counsel to the Law Offices of Wayne Ordos.
